How to Avoid Paying Interest on Purchases

Your due date is at least 23 days after the close of each billing cycle. We will not charge you interest on purchases if you pay your entire balance by the due date each month.

About the Variable APRs on Your Account: We use the highest Prime Rate listed in the The Wall Street Journal on the last business day of each month. For the non-promotional purchase and balance transfer APR, we add either 10.74%, 17.74% or 19.74% to the Prime Rate based on your creditworthiness. For the cash advance APR, we add 21.99% to the Prime Rate. See your Cardmember Agreement for more detail. The APRs noted above are current as of 01/31/2024 using a Prime Rate of 8.5%.

Important Information About Procedures for Opening a New Account: To help the government fight the funding of terrorism and money laundering activities, Federal law requires all financial institutions to obtain, verify, and record information that identifies each person who opens an account. What this means to you: When you apply for an account, we will ask for your name, street address, date of birth, social security number, and other information that will allow us to identify you. We may also ask to see copies of identifying documents. We also ask for country of citizenship.

Balance Transfers. Here's How it Works: To request a balance transfer please enter the 15/16 digit account number from the Mastercard, Visa, American Express, or Discover Card account that you want us to process a balance transfer from. If the total amount you request exceeds the assigned credit line on your new account, we may either decline the request or send a partial payment to your creditor(s). The amount of available credit on your new account will be reduced by the amount transferred and the related balance transfer fees. We reserve the right to decline to process any requested balance transfer. We will not process a request to transfer a balance from any other account you may have with us. Balance transfers incur interest from the transaction date. You should not transfer the amount of any disputed purchase or other charge. If you do, you may lose your dispute rights.

Upon approval of your application we will process the requested balance transfer payment to the account(s) which you have requested on the 10th day after we've mailed you your card; during this 10 day time period you may cancel your balance transfer by contacting us at the number on the back of your card. A balance transfer may take up to 4 weeks to post to your other accounts. Continue to pay each creditor until the balance transfer appears on the other account as a credit. If you would like to complete a balance transfer from another account that is not a Visa, Mastercard, American Express or Discover Card account, please call the phone number on the back of your new credit card once you are approved. Balance transfers are subject to availability. We may deny balance transfer requests at any time and for any reason.

Avoiding Interest on Purchases: We will not charge you interest on any purchases if you pay your entire balance by the due date each month. In addition, during this introductory period we will not charge you interest on purchases if you pay by the due date each month your outstanding statement balance minus any new 0% introductory APR Balance Transfer balances. To avoid a late fee, you should pay at least the minimum payment due on your account each month.

Credit Limit: We do not permit applicants to request a specific credit limit. We do not consider a request for a balance transfer made with an application to be a request for a particular credit limit. We determine the credit limit on your account independent of and prior to processing any balance transfer request.

Cash Equivalent Purchases: The purchase of money orders, travelers' checks, foreign currency, lottery tickets, gambling chips, wire transfers and other similar transactions are treated as cash advances. Please see your Cardmember Agreement for details.

New York Residents: New York residents may contact the New York State Department of Financial Services by telephone (800) 342-3736, or visit the website, www.dfs.ny.gov, for free information on comparative credit card rates, fees and grace periods. 

Notice to Ohio Residents: The Ohio laws against discrimination require that all creditors make credit equally available to all creditworthy customers, and that credit reporting agencies maintain separate credit histories on each individual upon request.  The Ohio Civil Rights Commission administers compliance with this law.

Notice to Married Wisconsin Residents: No marital property agreement, unilateral statement or court decree under Wisconsin's marital property law will adversely affect our interests unless before your account is opened, you give us a copy of the agreement, statement or decree or we have actual knowledge of it.  You understand that we may be required to give notice of this account to your spouse.

About Us and This Credit Card Program: This credit card program is issued and administered by Barclays Bank Delaware (Barclaycard), located in Wilmington, DE. Any account opened in response to this application shall be governed by the laws of the State of Delaware. Mastercard is a registered trademark of Mastercard International Incorporated, and is used by us pursuant to a license. 

Express Delivery: If you are approved for an account your card will be sent via next day FedEx delivery after your account is opened if your request for express delivery is made before 3:00pm ET of that day. If the request is made after 3:00pm ET delivery will be made the following day. Delivery will be made only to your home address and a signature is required. If you added an additional card user(s) on your application the additional card(s) cannot be expressed delivered.

CommenceTM Mastercard® Reward Program Rules

This document contains the official Reward Rules for the Commence Mastercard Account (the “Account”) issued by Barclays Bank Delaware (“Barclaycard”, “we”, “us” or “our”) and includes important conditions and limitations (the “Reward Rules”) for the program (“Program”). Use of your Commence Mastercard ("the Card") constitutes your acceptance of each of the terms described below and the terms of the Cardmember Agreement. “You”, “your” or “primary cardmember” means the person who applied for the Account. Capitalized terms not defined in these Reward Rules have the meaning ascribed to them in the Cardmember Agreement. Please read the Reward Rules and keep this document in a safe place.

Sallie Mae, the Sallie Mae logo, and other Sallie Mae names and logos are service marks or registered service marks of Sallie Mae Bank or its subsidiaries. All other names and logos used are the trademarks or service marks of their respective owners.

Reward Rules Administration
The Reward Rules are administered by Barclaycard. We reserve the right to modify, amend or terminate the Reward Rules at any time with or without notice. We are solely responsible for all credit eligibility standards and determination of Account issuance. To maintain your eligibility for participation in the Program through use of the Account:

          You must maintain an open Account that is not in default under your Cardmember Agreement with us.

          Your Account cannot have been inactive for 6 billing cycles in a row (representing approximately 6 months). “Inactive” means you have no balance, no payments and no transactions.

          You must be an individual (corporations, partnerships and other entities may not participate) and use the Card only for personal, family or household expenses.

Earning Cash Back
You earn cash back (“Cash Back”) for retail purchases less credits, returns and adjustments (“Net Purchases”) made by you and/or authorized user(s) of the Account (“Authorized User(s)”):

          You will earn 2% Cash Back for every one dollar ($1.00) of Net Purchases made with the Account, rounded up or down to the nearest cent, on goods and services purchased directly at grocery stores, as determined by the merchant category description. Qualifying grocery store purchases are categorized as Grocery Stores and Supermarkets. Please note that large warehouse-type stores (Target, Walmart and Costco) are generally not classified as grocery stores. Purchases must be submitted by merchants using the eligible merchant category codes for grocery stores to qualify for the 2% Cash Back. 

          You will earn 2% Cash Back for every one dollar ($1.00) of Net Purchases made with the Account, rounded up or down to the nearest cent on utility purchases defined as telecommunications services, cable, satellite, internet, electric, gas, heating oil and water, as identified by the merchant category codes. Purchases must be submitted by merchants using the eligible merchant category codes for utility services to qualify for the 2% Cash Back.

          Neither Sallie Mae Bank nor Barclaycard are responsible for incorrectly coded purchases. Additional Cash Back may not be earned if the merchant submits the transaction using a mobile or wireless card reader or if you use a mobile or digital wallet to pay for the purchase. Additionally, purchases made through third parties, including online marketplaces and resellers, or using a third-party payment account will not earn additional Cash Back.

          You will earn 1% Cash Back for every one dollar ($1.00) of Net Purchases made with the Account everywhere else.

          When a purchase is not a whole dollar amount, your Cash Back earned will be rounded to the nearest cent. For example, if you make a purchase in the amount of $20.49, you will be awarded $0.20 Cash Back, but if the purchase amount is $20.75, you will be awarded $0.21 Cash Back.

First Use Cash Back Bonus
A fifty dollar ($50) Cash Back Bonus is earned after you use your new Commence Mastercard to make your first purchase, cash advance transaction or balance transfer, that is not later returned or rescinded on your Account, within ninety (90) days of your Commence Mastercard Account being opened. The Cash Back Bonus will be reflected on the billing statement on which the first use that qualified to earn the bonus is posted. This one-time Cash Back Bonus offer is valid for first-time cardmembers with new Accounts only. Existing Commence Mastercard cardmembers and existing Accounts are not eligible for this offer.

Redeeming Cash Back

          You have three (3) options for redeeming your Cash Back: Redeem towards paying down a student loan, redeem for a direct deposit into a U.S. checking or savings account or redeem as a statement credit. See below for more details.

          To redeem, visit BarclaycardUS.com or call the number on the back of your Card. 

          There is no limit to the total Cash Back you can redeem as long as the Program continues and your Account is open, active and in good standing; however, please note the daily limit on bank deposits described in the section below titled “Deposits into U.S. Checking or Savings Account.” Barclaycard is not responsible for unauthorized redemptions on your Account.

Pay Down A Student Loan

          Redeeming Cash Back towards paying down a student loan offers the best value. Cash Back redeemed towards paying down a student loan will receive a 25% student loan redemption bonus with every redemption. For example, if you redeem $10.00 in Cash Back, this redemption will apply $12.50 towards a student loan (25% of $10.00 equals $2.50). This 25% student loan redemption bonus is not earned on Cash Back redeemed for a direct deposit into a U.S. checking or savings account or a statement credit.

          Cash Back redemptions toward a student loan require a minimum redemption of $10.00.

          Pay down student loan redemptions will be processed by Barclaycard within five to seven (5-7) business days from the date you redeem.  

          Please contact your student loan provider if you have any questions regarding your student loan or the posting of your Cash Back redemption to a student loan.

          Pay down student loan redemptions reduce a student loan balance, but are not applied toward any minimum payment requirement and are otherwise subject to the terms and conditions applicable to a student loan.

Deposits into a U.S. Checking or Savings Account

          Cash Back redemptions for bank deposits into U.S. checking or savings accounts require a minimum redemption amount of $10.00.

          Deposits will be transferred to the requested bank account within three to four (3-4) business days from the date you redeem.

          There is a $500 daily limit for Cash Back redemptions deposited into U.S. checking or savings accounts. 

Statement Credits

          Cash Back redemptions for statement credits require a minimum redemption amount of $10.00.

          If you redeem your Cash Back for a statement credit, the credit will be posted to your Account within one to two (1-2) business days from the date you redeem.

          Statement credits reduce your Account balance but are not applied toward any minimum payment requirement and are otherwise subject to the terms and conditions applicable to your Account.

Important Information about Cash Back

          Balance transfers, cash advances (including cash equivalent transactions such as, but not limited to, the use of your Card or Account number to obtain money orders, traveler’s checks, foreign currency and lottery tickets), fees, interest charges and unauthorized/fraudulent transactions do not earn Cash Back.

          There is no limit to the total Cash Back you can earn as long as the Program continues and the Account is open, active and in good standing.

          Barclaycard reserves the right, at its sole discretion, to disqualify any cardmember from participating in the Program and to forfeit any or all Cash Back earned for abuse, fraud or any violation of the Reward Rules.

          As long as your Account remains open, active and in good standing, your Cash Back earned will not expire or be forfeited.

          All Cash Back earned by the primary cardmember and any Authorized User(s) will be added to the primary cardmember’s Cash Back balance.

          You have no property rights or other legal interest in Cash Back. Cash Back amounts have no cash value or value of any kind until they are fully redeemed.

          Cash Back may not be transferred or assigned.

          In the event of any abusive, gaming or fraudulent activity related to the Program, as determined by us in our sole discretion, we reserve the right to make corresponding Cash Back adjustments to your Account and/or to close your Account at any time.

          The Program is subject to all applicable laws and regulations.

          You are solely responsible for any taxes that may be owed as a result of Cash Back earned and/or redeemed. Please consult your tax advisor if you have tax questions about the Program. Barclaycard does not provide tax advice.

Cash Back Restrictions
You may not earn or redeem Cash Back during a billing cycle in which any of the following occur:

          You fail to make the minimum payment due by the payment due date.

          Your Account becomes delinquent.

          Your Account is otherwise in default under your Cardmember Agreement with us.

          You fail to keep your Account in good standing as defined by your Cardmember Agreement with us.

          You, or any Authorized User on the Account, engage in fraudulent activity on this Account.

          You, or any Authorized User on the Account, engage in any illegal activity through the use of the Program or engage in activity that is deemed to be abusive or gaming conduct under the Program, as determined by us in our sole discretion.

Cash Back Forfeiture
You may forfeit your Cash Back if any of the following occur:

          Your Account becomes seriously delinquent, as determined by Barclaycard in its sole discretion.

          You or we close your Account for any reason.

          You, or any Authorized User on the Account, engage in fraudulent activity on this Account.

          Your Account is otherwise in default under your Cardmember Agreement with us.

          You fail to keep your Account in good standing as defined by your Cardmember Agreement with us.

          You, or any Authorized User on the Account, engage in any illegal activity through the use of the Program, or engage in activity that is deemed to be abusive or gaming conduct under the Program, as determined by us in our sole discretion. 

Limitation and Release of Liability
By participating in the Program and accepting and using Cash Back earned through the Program, you (on your behalf and on behalf of any person to whom you give the benefits from the Program) release, discharge and hold harmless Barclaycard, Sallie Mae Bank and their respective parent companies, subsidiaries, affiliates, agents, administrators, employees, officers, directors, successors and assignees from all claims, damages or liability including, but not limited to, physical injury or death, arising out of participation in the Program or travel taken or use of products purchased in connection with the Program. Neither Barclaycard nor Sallie Mae Bank is responsible for unauthorized redemptions on your Account. Neither Barclaycard nor Sallie Mae Bank has any liability in case of disagreement over issuance or redemption of Cash Back or a cardmember’s right to possess Cash Back or make redemptions.

Important General Program Disclosures
We may, at our sole discretion, cancel, modify, restrict or terminate the Program or any aspects or features of the Program at any time without prior notice. All interpretations of the Reward Rules shall be at our sole discretion. Other significant terms may apply. All trademarks and service marks belong to their respective owners. We are not responsible for typographical errors or omissions in this document. Cash Back cannot be combined with other discount or reward programs unless specifically authorized by us.

We reserve the right to correct inaccurate reward values represented on statements or our website, at our sole discretion.
